ESH Role and Responsibility for Beam line Spokesperson

 

Role

 

Assumes ultimate responsibility for PRT at assigned beam line for safe operation consistent with NSLS requirements.  Also assumes responsibility to provide effective training, support and oversight of general users at assigned beam line

 

Responsibility

 

Ensures that programs have been developed to address NSLS safety and training requirements and that personnel have been designated to carry-out beam line responsibilities

 

Authority

 

May direct any PRT member or general user at responsible beam line to take appropriate actions to ensure safe operations or to achieve compliance with NSLS requirements

 

Accountability

 

Accountable to NSLS Chair for safe operation of beam line and for compliance with NSLS requirements.

 

 

 

ESH Role and Responsibilities for Beam Line Local Contact (or designee)

 

Role

 

Assumes day-to-day responsibility to maintain safe and effective operation at beam line

 

Responsibility

 

·        Conducts pre-run briefing with all experimental groups to ensure:

-         Approved SAF exists and that conditions imposed by the SAF are understood and addressed by experimental team

-         BLOSA training for all team members is current

-         Understanding by team members of essential facility and beam line safety requirements

-         Adequate and qualified staffing exists for safe and effective operation

·        Ensures configuration control of the beam line and associated equipment and reports all proposed changes to NSLS ESH Staff or Beam Line Safety Committee.

·        Provides adequate beam line support to experimental teams to ensure safe and effective running consistent with NSLS requirements.

·        Provides general oversight of experimental team to ensure compliance with ESH and other beam line requirements

·        Ensures that all beam line activities are planned and conducted in accordance with NSLS work planning requirements

·        Ensures that personal ESH training requirements are maintained current

·        Ensures that all known incidents are reported as required by NSLS

 

Authority

 

·        May direct any PRT member or general user at responsible beam line to take appropriate actions to ensure safe operations or to achieve compliance with NSLS requirements

·        May shut-down an operating experiment if he/she is unsatisfied with the operational status of the experiment.

 

 

Accountability

 

Accountable to Beam Line Spokesperson and the NSLS Chair for safe operation of beam line and for compliance with NSLS requirements.

 

 

ESH Role and Responsibilities for Permanent Beam Line Staff

 

Role

 

Provides day-to-day support to the operations of the beam line

 

Responsibility

 

·        Maintains awareness of activities at the beam line and provides support to the local contact in the enforcement of beam line and NSLS ESH requirements

·        Conducts work in compliance with NSLS ESH, training, and work planning requirements

·        Maintains configuration control of the beam line and associated equipment and reports all proposed change to PRT management.

·        Maintains all required training current

·        Promptly reports all operational incidents to the local contact for evaluation

 

Authority

 

May direct any PRT member or general user at responsible beam line to take appropriate actions to ensure safety or to achieve compliance with NSLS requirements

 

Accountability

 

Accountable to the local contact for the safe performance of his/her work and for adherence to NSLS requirements.

 

 

 

ESH Role and Responsibilities for Principal Investigator (or designee)

 

Role

 

As the senior person for an experiment operating at a NSLS beam line, has ultimate responsibility for safe and compliant work by an experimental team at an NSLS beam line.

 

Responsibilities

 

·        Ensures adequate and qualified staffing to operate all experiments safely and effectively.

·        Be available to beam line and NSLS management for resolution of issues.

·        Ensures submission of SAFs at least 7 days prior to the anticipated start of an experiment

·        Ensures that equipment that will be brought to the experimental floor meets NSLS requirements

 

Authority

 

May direct members of experimental group to take appropriate actions to ensure safety or to achieve compliance with NSLS requirements

 

Accountability

 

Accountable to beam line management and NSLS Chair for safe operation of the experiment and for compliance with NSLS requirements.  Approval to operate is subject to satisfactory discharge of responsibilities.

 

 

 

ESH Role and Responsibilities for Lead Person for Experimental Team

 

Role

 

Serves as the lead person for the experimental team while present on the NSLS experimental floor

 

Responsibilities

 

·        Be available to beam line management and NSLS operations staff for resolution of issues.

·        Ensures implementation of ESH requirements established for access to the experimental floor and other controls identified in SAF review.

·        Maintains configuration control of the beam line and experiment and reports all proposed change to PRT management.

·        Ensures all team members complete NSLS training requirements necessary to operate on the NSLS experimental floor.

·        Ensures prompt reporting to beam line management and NSLS operations personnel of any incident and provides support for any reviews required by NSLS program.

·        Ensures close-out of experiment at conclusion of experimental run

·        Completion of experiment must be promptly reported to NSLS Operations Coordinators

·        All equipment and materials must be returned to home institution

·        All hazardous, industrial, or radioactive wastes must be properly processed

·        Laboratory and beam line work areas must be cleaned up and returned to initial conditions.

ESH Role and Responsibilities for Users

 

Role

 

As a member of an experimental  team, participates in research being conducted at a beam line.

 

Responsibility

 

·        Maintains awareness and provides support to the lead person in the implementation of beam line and NSLS ESH requirements for the experiment.

·        Conducts research in compliance with NSLS experimental review and other safety requirements.

·        Maintains configuration control of the beam line and experiment and reports all proposed changes to PRT management.

·        Maintains all required NSLS training current.

·        Promptly reports all operational incidents to the local contact for evaluation.

 

Authority

 

May direct any user at the beam line to take appropriate actions to ensure safety or to achieve compliance with NSLS requirements.

 

Accountability

 

Accountable to the local contact and the Principal Investigator for the safe performance of his/her work and for adherence to NSLS requirements.

 

 

 

ESH R2A2 for Operations Coordinators

 

Role

 

 

Responsibilities

 

·        Conducts routine tours of experimental floor to monitor on-going activities and floor conditions.

·        Performs field verification of experiment safety reviews.

·        Confirms adherence to beam line configuration control requirements for each experiment.

·        Verifies User training status at the start of each experiment.

·        Assures User compliance with NSLS personnel radiation monitoring requirements.

·        Acts as first contact to the User community for all facility and experimental ESH concerns.

 

Authority

 

·    May direct personnel at the NSLS to take appropriate actions to ensure safety or to achieve compliance with NSLS requirements.

·    May enable or revoke the capability of an experimental team to operate at a NSLS beam line.

·    May lock out a beam line if he/she has determined that such actions are warranted.

 

Accountability

 

 

 

 

ESH R2A2 for NSLS Safety Officer

 

Role

 

 

Responsibilities

 

 

Authority

 

·        May direct personnel at the NSLS to take appropriate actions to ensure safety or to achieve compliance with NSLS requirements.

·        May approve or revoke experiment proposals (SAF’s).

·        May lock out a beam line if he/she has determined that such actions are warranted.

 

Accountability

 

Accountable to NSLS management for the proper discharge of his/her duties as defined in NSLS operating procedures and NSLS ESH PRMs
