|
Minors including minor students (persons between the ages of 10 and 17) shall not be exposed to hazardous situations while involved in NSLS Departmental activities.

1. GENERAL | |||

1.1 |
All administrative paperwork, reviews and training for minors to be engaged in departmental projects shall be coordinated through the NSLS Staff Guest Administrator. | ||

1.2 |
BNL Supervisors/Sponsors shall closely supervise the activities of minors, particularly any activities involving research projects, radiation, power equipment, cryogens, high noise levels, work at heights use of chemicals and other potentially hazardous conditions. The NSLS Staff Guest Administrator shall maintain the Authorization and ESH Orientation documentation of all minors and minor students involved in NSLS projects. | ||

Minor students shall be subject to an administrative control level of 25 mrem/yr, and shall not be allowed to work in Controlled or Radiological Areas without written permission from the NSLS Department Chair, NSLS ALARA Committee Chair and RCD Facility Representative concurrence. The procedures in Section 2 shall be followed. | ||

Radiation exposures to minors shall not exceed 25mrem/yr without the prior approval of the NSLS Chairman and the BNL Manager, Radiological Control Division (Authorization for Guests, Visitors or Minors to Exceed 25 mrem – see attachment 9.5). In no case shall a minor be allowed to exceed a limiting dose of 100 mrem/yr (Summary of Dose Limits Table-see attachment 9.1). | ||

2. SUPERVISION OF MINORS

2.1 | General Information | |
|
The following rules apply throughout the NSLS Complex, including buildings 725-729 and the areas occupied by the NSLS in building 535A/C.
Part of the mission of the Light Source is to be an educational resource. School science tours and visits by children to their parents' work place are encouraged. Science projects by minor student collaborators are also possible. All of these must be arranged in advance and approved by the NSLS Department Chairman or his designee. The following additional requirements apply in these situations. | |||
| 2.2 | Tours of Controlled Areas for Minors | ||
|
Age limit: 10-17 years of age; minors under 10 years of age may not tour Controlled Areas. Tours organized by the Office of Educational Programs (OEP) or BNL tour programs are permitted to enter Controlled Areas escorted by a trained, badged (TLD) tour guide. If minors form part of the group, tour leaders shall contact the NSLS Designee (NSLS Safety Officer, NSLS Deputy Safety Officer or NSLS ESH Coordinator, acting on the NSLS Chairman’s behalf) prior to the tour. The Designee shall inform the tour leader of any restrictions to the route or timing of the tour. The tour programs will issue their Visitor/Escort Form. Minors are not required to wear a TLD during a tour of an NSLS Controlled Area.
Tours for minors (by parents, staff, users, etc.) must first contact the NSLS Designee. The Rules for Visits by Minors to Controlled Areas at the NSLS form (see Attachment 1) must be filled out and approved. Important Note: Guides must wear TLDs if the tours include minors. | |||
| 2.3 | Educational Projects for Minors | ||

Age limit: see Underage Workers (Minors) SBMS Subject Area; click on “Definitions” and read “underage worker (minor).”
If a host wishes to involve a minor student in a research project: - Contact the NSLS Staff Guest Administrator - Read NSLS ESH PRM 0.1.0, “Minors” for background information. - Obtain the “Minor Student Authorization to Work in Controlled Areas at the NSLS” form, fill out the form and return it to the Guest Administrator for review. - Arrange a meeting with yourself, the minor student and the NSLS Safety Officer to review the detailed written plan for the project and discuss the following topics with the Safety Officer: · Dose at the NSLS o Synchrotron scatter o Bremsstrahlung · TLD instructions · On-site Clinic and medical emergencies · Chipmunks · Building and site emergency responses · BNL ESSH policy · Electrical power distribution · Chemical use · Lead · Cryogens · Op Co role The Authorization form must have signed and dated approval for a minor's access to the experimental floor. The supervisor and student must also complete the NSLS Department New Employee/Guest Orientation form for Minors (see the NSLS Training Coordinator for safety training requirements) to be issued a TLD dosimeter that must be worn by the minor at all times when in Controlled Areas. The supervisor must insure that all training is completed prior to start of work, including Beamline Operator Safety Awareness (BLOSA) training, with particular emphasis on experimental area safety procedures, and thorough training in beamline and experimental procedures that the student is authorized to perform. | |||
Note that under this type of minor student authorization, the minor must be well supervised, but is not required to be escorted at all times by the supervisor.
