1. Beamline Safety Review Procedure and Committee

1.1    The NSLS Chairman shall establish an NSLS Beamline Review Committee to review the design of all beamlines prior to commencement of operation or due to significant beamline changes (see sections 2 and 3 below).

1.2     The members of the NSLS Beamline Review Committee are listed on the NSLS ES&H Organization Chart. The charter for this committee is given in LS-ESH-PRM-0.0.0, Paragraph 3.2.2. This includes the make-up of the Committee and the appointment process.

1.3    A Beamline Review Executive Sub-Committee shall consist of the Beamline Review Committee Chairman, Safety Officer, Experimental Operations Manager and ES&H Coordinator. This Sub-Committee shall meet at the discretion of the Beamline Review Committee Chairman to review issues not requiring the entire Committee. A report shall be written as per Section 2.2a below.

1.4   Guidelines for the Final Beamline Review are provided below. They describe the format of a submission to the Review Committee.

1.5     No beamline shall be allowed to operate without approval from the Beam Line Review Committee and the NSLS Safety Officer.

2. Review Process for New Beamlines

2.1   New beamlines shall undergo two separate reviews prior to the Walk-Through (see 2.3 below). 

2.l.1    The Preliminary Review shall occur at the component design stage, before the beginning of construction and shall examine the beamline assembly and major components.  The intent of this review is to determine if the concepts and designs are valid and on track, and whether further scrutiny is warranted (e.g. engineering design review, vacuum review, ALARA review, ESH review, etc.).  Beamline staff shall provide annotated, dimensioned a) beamline assembly drawings, plan and elevation views; b) drawings of principle beamline components, e.g. monochromator, mirror assembly, experimental chamber; c) drawings of any safety-related item such as photon shutters, which are not NSLS designs. For example, a standard NSLS photon shutter design can be found under drawing number SLS-92.91-1.4, Photon Shutter General Assembly (see NSLS Design Room for a copy and drawings of other components).  Drawings shall be submitted to the Beamline Review Committee Chairman at least 2 weeks in advance of the review meeting. Beamline staff should come prepared to deliver a formal presentation at the review that highlights the major items that are being reviewed and explains the rationale for pursuing them.

2.1.2    The Final Review shall occur prior to the anticipated commissioning of the beamline.  Beamline staff shall provide the written information outlined below in the Guidelines for the Final Beamline Review.  The plan should also include feedback from the Preliminary Review, and any subsequent called-for specific focused reviews.  This will ensure that recommendations from the earlier reviews have been followed.  The written plan shall be submitted to the Beamline Review Committee Chairman at least 2 weeks in advance of the review meeting. Beamline staff should come prepared to deliver a formal presentation at the review that highlights the major items that are being reviewed and explains the rationale for pursuing them.

2.2    The NSLS Beamline Review Committee shall complete the following documentation as part of the preliminary and final beamline review:

a.   General Review Form (see Attachment 1) - this will include the minutes or actions taken by the Committee and rationales for Committee recommendations;

            The following documents shall also be completed as part of the final beamline review:  

b.   EMS, FUA and SAD/ASE Checklist for NSLS Reviews (see Attachment 2) - this ensures that changes to the environment or facility have been considered during this review;

c.  NSLS Beamline Readiness Review Walk-Through Checklist for Beamline Operations (see Attachment 3) - see section 2.3 below.

    These documents will be stored and maintained by the NSLS QA group.

2.3   Prior to operation, a Beamline Readiness Review Walk-Through shall be completed.  This review is conducted by the Beamline Review Committee Chairman and the NSLS Safety Officer accompanied by cognizant beamline personnel, NSLS Vacuum Committee Chairman, NSLS Tier I Inspector, RCD Facility Representative, and the ES&H Coordinator.

2.3.1  Each beamline must have a yellow safety board posted in a conspicuous location at the beamline, usually on the hutch near the door. Attached to the board should be the following:

·         Padlock Checklist

·         Beamline safety checklist(s)

·         Beamline hazardous equipment list

·         Vacuum Procedures

·         Emergency Information placard

·         Facility Layout Drawing showing primary and secondary emergency egress routes from your beamline, routes shown in red

·         Beamline Management organization chart/list with contact information

·         Trained operator listing

·         A folder or pocket for depositing original signed BLOSA forms (for collection by OP COs)

·         Beamline diagram (plus PDF version)

·         Clear pocket for posting the current Safety Approval Form

3. Review Process For Beamline Changes

Over time, all beamlines experience component changes and upgrades.  These changes shall be reviewed in the same fashion as outlined above in 2.1.1 and 2.1.2.  Beamline managers shall discuss anticipated changes well in advance with the Beamline Review Committee Chairman to determine if a review is required.  Following is a partial list of conditions that would call for a re-review of a beamline.

3.1   A change in the mission/type of experiments being performed.

3.2   Changes in the optical configuration.

3.3   Changes in the bremsstrahlung shielding.

3.4   Changes/additions of major beamline components (mirror or crystal chambers, new valves, Be windows, etc.)

3.5   NSLS ES&H staff or the RCD Facility Representative to the NSLS may request a review of a beamline by the NSLS Beamline Review Committee if they deem it necessary.

GUIDELINES FOR THE FINAL BEAMLINE REVIEW

(as described in Section 2.1.2 above)

The written information package supplied to the Beamline Review Committee should include information on all the topics listed below.  Contact the chair of the Beamline Review Committee for any additional guidance.

1. DESCRIPTION OF RESEARCH PROGRAM

Write a brief description of the research program. Describe the major pieces of experimental equipment and how they are used.

Include a description of the beamline optics and their mode(s) of operation, e.g. focused, unfocused, white, monochromatic, other.

2. DRAWINGS

2.1 Fully annotated beamline assembly drawings showing

 

(Note: the NSLS Design Room can assist with drawings.  A significant amount of lead time must be factored in.)

2.2 Beamline Bremsstrahlung anamorphic drawings, plan and elevation views, must conform with "Preparation of NSLS Beamline Bremsstrahlung Shielding Anamorphic Drawings" by Peter M. Stefan, Feb. 4, 1997. These are required to be submitted even if changes to shielding or exclusion zones have not been made, in the event that the review pertains to a beamline under renovation, not under original construction.  For reviews pertaining to a beamline under renovation, for which no changes to shielding or exclusion zones have been made, it is acceptable to submit the most recently revised, and approved, versions of these drawings.

3. SAFETY

3.1 Radiation

Must conform to radiation standards as given in the BNL RadCon Manual. The following information is required.

3.1.1 Bremsstrahlung shielding and exclusion zone locations/dimensions.  The Beamline Safety Committee may require field surveys to assure that bremsstrahlung shielding and exclusion zones are properly positioned and dimensioned relative to the extremal rays. If a field survey is required, the cognizant surveyor shall present documentation to the Beamline Safety Review Chairperson (or designee) prior to the Beamline Readiness Review Walk-Through indicating that the shielding and exclusion zone survey requirements have been met. The documentation shall either be a completed table or a copy of the Beamline Assembly drawing having the same information as the attached table requires whereby all the required shielding and exclusion zone measurements are within tolerance. The original survey documentation, if required, shall be attached to the Beamline Readiness Review Walk-Through Checklist and filed with QA.

3.1.2 Beamline and hutch synchrotron radiation shielding materials, thicknesses and locations:

3.1.3 White beam stop in monochromators; method for padlocking in place.

3.1.4 Hutch material(s) and thickness(es); window material, dimensions, Pb equivalent thickness;, penetration design, door security.

3.1.5 Flange padlock configuration and other access control systems for beamline chambers, valves, etc.

3.1.6 Ionizing radiation hazards at viewports: type of glass and Pb equivalent thickness, window covers (label Leaded Glass for X-ray beamline ports).

Visible light hazards (400-700 nm) at viewports:  type of glass and thickness, (label Caution - Visible Light Hazard, Do Not Stare Into Beam for VUV beamline ports).

3.1.7 Beamline safety checklist and padlock checklist (both reviewed and approved by the NSLS Safety Officer), and vacuum procedures (reviewed and approved by NSLS Vacuum Committee chairman) must be developed and provided.  All three checklists must be in controlled document format.  For guidance with the safety and padlock checklists, link to Beam Line Configuration Control Checklist Requirements.

3.1.8 Radioactive samples or calibration sources: activity, physical state, containment, storage location. Sources and Custodians must be listed with the NSLS ES&H Coordinator.

3.1.9 For exceptions to shielding requirements (see Bremsstrahlung Shielding Guidelines for requirements), beamline personnel must develop a technical basis document describing the extent and reason for the exceptions, and submit this to the NSLS Beamline Safety Committee for review and approval (the NSLS ALARA Committee may, in turn, be asked to review the exception).  The technical basis document must be prepared and completed in time for the final beamline review.

3.2 Hazardous Materials/Environmental Aspects

3.2.1 Describe the management (storage, handling, disposal) of toxic, explosive, flammable, radioactive, biological or other hazardous materials used for sample preparation or during the conduct of experiments.

3.2.2 Describe the equipment in and management of laboratory facilities as related to beamline operation.

3.2.3 Describe storage and handling of routine chemicals and wastes; will a satellite waste storage area be required?

3.3 Life Safety

3.3.1 Materials of construction.

3.3.2 Flammable chemicals and solvents: quantity, storage (Ref. 3.2.1 above).

3.3.3 Escape aisles around experiments and ladders for large elevated platforms.

3.3.4 List distances to nearest fire extinguisher, eyewash station, building exit.

            3.4 Electrical

3.4.1 Each port will be provided with a 110/208V 100A panel adjacent to or attached to the shield wall. Describe electrical loads and provide a layout of source distribution; describe provisions for vacuum bakeout.  Area in front of panel must be kept clear.

3.4.2 Experiment equipment must be designed and installed according to the National Electrical Code and ANSI National Safety Codes. Adhere to the NSLS PRM 1.5.0 Electrical Safety. Users must discuss any exceptions to these codes prior to the safety review with cognizant NSLS staff.

3.4.3 Only BNL Electricians are allowed to distribute power along beamlines.

3.4.4 Never mix power and signal cables in the same cable tray.

3.5 Cryogens

3.5.1 Types, quantities, and storage locations of cryogens.

3.5.2 Over-pressure protection.

3.5.3 Asphyxiation protection in enclosed spaces; describe ventilation cfm of hutch.

3.6 Gases

3.6.1 Types planned for beamline; purposes.

3.6.2 Flow monitoring, user interlocks.

3.6.3 Ozone problems and mitigation.

3.7 Structural

3.7.1 Stability of heavy objects.

3.7.2 Platforms and walkways.

3.7.3 Pressure vessels.

           3.8 Interlocks

Well before the Beamline Review, beamline personnel should meet with the NSLS Interlock Working Group to design the radiation safety and user interlocks for the beamline.

            3.9       Lasers

All lasers must be properly posted and registered with the BNL Laser Safety Officer.  A Laser System Program Documentation Form must be completed for all Class IIIb and IV lasers.  This form must be reviewed and approved by the NSLS Safety Officer and the BNL Laser Safety Officer. Complete guidance is available from NSLS PRM 2.3.1, Laser Safety Program Requirements.

           3.10     Other

Non-ionizing radiation sources: magnetic fields, RF, microwaves, infrared or ultraviolet sources (e.g.glow bars, arc lamps).

 

Alarms and interlocks for water flow and major water leaks.

 

Protection of electrical equipment from water leaks.

 

Protection of personnel from thermally hot objects.

 

Generation and suppression of noise

4. VACUUM

Must conform to "Requirements and Guidelines for NSLS Experimental Beamline Vacuum Systems - Revision B" BNL 28073, Rev. May 1999. Vacuum plans shall be presented and discussed with members of the NSLS Vacuum Committee well in advance of the presentation to the Beamline Review Committee. A vacuum procedure should be developed at this time.

Drawings and/or specifications to show:

4.1 Vacuum components.

4.2 Materials of construction.

4.3. Limiting conductances, pumping speeds, and their locations.

4.4 Gases used in gas phase experiments including pressure, flow rate and differential pumping calculations.

4.5 Interlocks, fast valve sensor locations, UHV valve interlock type and location.

4.6 Window design details. If a Be window other than the standard NSLS design is used, you must supply your own drawings as well as data detailing the properties of the window: ability to withstand mechanical and thermal stresses, gas permeability and materials used. Standard NSLS Be window designs can be found as follows (see NSLS Design Room for copies):

4.6.1 For windows $ 10 meters from the source:

4.6.2 For windows < 10 meters from the source:

4.6.3 For Insertion Device Beamlines, consult the Mechanical Engineering Group for window designs.

5. SPACE AND FACILITY REQUIREMENTS

5.1 Your space requirements on the experimental floor should be covered in the drawings you prepare for Item 2.1. Requirements for laboratory, trailer and storage space must be arranged with the NSLS Building Manager.

          5.2 Utilities:

Water:  

GPM, temperature requirements.

Power:  

110/208V, 100 Amp. service to each port to be shared by two or more beamlines on the port. Will you need in excess of this? If so, describe quantity plus type of power. (See Section 3.4)

Air:  

Quantify anticipated use.

LN2:  

Quantify anticipated use.

He:  

Quantify anticipated use.

Exhaust:  

Quantify anticipated use.

 

5.3 Will you have vibrating equipment that could affect floor stability? If so, how do you plan to minimize this vibration? Do you anticipate heavy floor loading that will be shifted frequently?
