1.0 PURPOSE
To define the training requirements applicable to personnel working at buildings staffed and/or maintained by the NSLS. These training requirements are intended to supplement the minimum training requirements established by Brookhaven National Laboratory.
2.0 SCOPE
These requirements apply to all employees, guests, users, contractors and visitors working at or require access to a facility staffed and/or maintained by the NSLS.
3.0 TRAINING REQUIREMENTS
Job Training Assessments (JTAs) are sets of training requirements assigned to individuals based on roles and responsibilities, and also according to the type of access required to buildings maintained by the NSLS. Training requirements associated with JTAs are listed in the Brookhaven Training Management System (BTMS).
3.1 ACCESS REQUIREMENTS
3.1.1 BUILDING 725 and 725A
Access requirements to Building 725, including the NSLS Experimental Floor known as Building 725A, applies as follows:
3.1.1.1 Employees and Occupants Access
JTA LS-01 for access to Building 725 is assigned to:
Employees whose appointments are held by the NSLS
Any person who has assigned office space within a NSLS building
Student interns whose work is supervised by a NSLS employee
Minors who perform research at the NSLS
3.1.1.2 Beamline Staff Access
JTA LS-09B, together with appropriate levels of electrical safety and lock-out/tag-out as determined by the Training Coordinator, is assigned to:
Employees and guests who are assigned as Local Contacts, Scientific Contacts, and Technical Contacts to a NSLS beamline
3.1.1.3 NSLS User Access
Users shall be considered to be under the supervision of the NSLS User Administrator. User access applies to:
Guests whose appointments are held by NSLS User Administration for the purpose of conducting research or participating in experiments at a NSLS beamline (JTA GE-53L is assigned)
Employees or guests who conduct research or participate in experiments at a NSLS beamline but whose appointment is held by any departmental administration other than NSLS User Administration (JTA LS-34 is assigned)
3.1.1.4 Technical and Scientific (Non-User) Access
JTA LS-01T for access to Building 725 is assigned to:
Employees or guests who do not conduct research or participate in experiments at a NSLS beamline but whose work is either technical or scientific in nature, and whose position is not captured in any other JTA described in these access requirements.
3.1.1.5 Emergency Services Access
JTA LS-01E is assigned to:
Employees of the BNL Emergency Services Division for access to any building maintained by the NSLS
3.1.1.6 Safeguards/Security Access
JTA LS-01S is assigned to:
Employees of Safeguards and Security Division for access to any building maintained by the NSLS
3.1.1.7 Plant Engineering/Central Shops/Procurement & Property Management/Custodial Access
JTA LS-01P is assigned to:
Employees of Plant Engineering or Central Shops who carry out construction, maintenance, operations, trades, or custodial activities
Employees of Procurement & Property Management for shipping and receiving or rigging purposes
3.1.1.8 Food Services Access
JTA LS-01F is assigned to:
Employees of Staff Services Division who provide food services in any building maintained by the NSLS
Guests who service food vending machines
3.1.1.9 Administrative Function Access
JTA LS-01A is assigned to:
Employees of Radiological Control Division, Safety & Health Services Division, and Environmental & Waste Management Services Division
Employees (non-NSLS) who require access for management purposes (e.g., BNL management or NSLS-II management), for access to the NSLS Stock Room, or for administrative purposes (long-term secretarial pool staff)
Employees (non-NSLS) who require access for public relations purposes, computer repair or servicing, or as tour guides, or for any other purpose not specifically addressed in this document
Visitors who are not performing any work or and are not participating in any research and where no escort is available
Visitors who are not performing any work or and are not participating in any research but require access to the experimental floor for more than eight (8) hours
Department of Energy (DOE) Brookhaven Group staff and other DOE employees who require unescorted access
3.1.1.10 Contractor and Vendor Access
Contractor and vendor access applies to:
Contractors who will be onsite for two (2) days or more in a one-year period who are required to maintain a training record (JTA LS-01C is assigned).
Contractors who will be onsite for two (2) days or more in a one-year period but who are not required to maintain a training record must satisfy the training listed under JTA LS-01C.
An appropriate level of radiological training is also required if unescorted access to controlled areas is necessary. Unescorted access to a controlled area requires that a training record be maintained.
3.1.1.11 Visitors and Tours
3.1.1.10.1 Tour groups must register with the NSLS Tour Coordinator for access. Refer to the SBMS for Open-to-the-Public requirements. A knowledgeable NSLS staff guide will be assigned.
3.1.1.10.2 No training is required for any person entering the NSLS Facility for audits, meetings, tours, or workshops where no "hands-on" work is performed, provided all of the following conditions are met:
A. Visitor is escorted by trained personnel at all times while in a Controlled Area. If no escort is available, visitor must be trained for unescorted access.
B. Visitor, even under escort, is not permitted to remain in a Controlled Area for more than eight (8) hours in a one-year period. If more than eight (8) hours is required, visitor must be trained for unescorted access.
C. Visitor is not permitted to participate in any experiment. The visit is strictly for observation purposes. If visitor participates in an experiment, visitor must be trained for user access.
D. Visitor and Escort must complete the Visitor/Escort Form before entering the Controlled Area.
E. Foreign national visitors must receive approval through the Guest Information System prior to the visit.
3.1.2 BUILDING 725B, 725C, 725D
Access requirements to Building 725B, 725C, 725D (Building 725A is excluded), applies as follows:
3.1.2.1 Administrative Function Access
JTA LS-01B is assigned to:
Employees (non-NSLS) who require access to non-controlled areas for administrative support purposes (e.g., short-term secretarial pool staff)
Employees (non-NSLS) who require access to non-controlled areas as tour guides
Minors whose work does not require access to controlled areas
3.1.3 BUILDING 729
Access requirements to Building 729, the Source Development Laboratory (SDL), applies as follows:
3.1.3.1 SDL User Access
JTA LS-33U is assigned to:
Employees or guests who perform experiments at the SDL
3.1.3.2 SDL Access (729), Technical Staff, Mechanical Staff, and Others
JTA LS-33T is assigned to:
Any employee who requires access to the Source Development Laboratory (SDL) to perform work, except when access is required as a facility user, facility scientist, or facility operator
3.1.3.3 SDL Access (729), Contractor and Vendors
JTA LS-33C, together with an appropriate level of radiological training as determined by the Training Coordinator (if unescorted access is required), is assigned to:
Contractors who will be onsite for two (2) days or more in a one-year period
Contractors who are required to maintain a training record
3.2 JOB REQUIREMENTS
In addition to the JTAs developed by BNL, the NSLS has developed job-specific JTAs for certain roles or tasks to ensure that policies for occupational safety, health, and the environment are met and to address potential hazards. Training requirements for job-specific JTAs developed by the NSLS are listed in the Brookhaven Training Management System (BTMS) with the "LS" prefix.
3.4 RECIPROCITY FOR RADIOLOGICAL TRAINING
Non-employee users may request reciprocity for General Employee Radiological Training (GERT) completed at other DOE facilities by contacting NSLS User Administration. Users must provide current proof of radiological training (GERT level or higher) and must have successfully completed the NSLS Safety Module (LS-ESH-SAFETY) after July 6, 2006. Reciprocity will not be granted if training is due to expire within three months.
3.5 BLOSA TRAINING
BeamLine Operations and Safety Awareness (BLOSA) Training provides beamline-specific ESH information not covered in the NSLS Safety Module.
3.3.1 Users must train on each beamline on which they will conduct experiments. Training is valid for two years, but may be required at more frequent intervals at the discretion of beamline staff.
3.3.2 A beamline will not be enabled unless all users at the beamline have current BLOSA training. Users without current BLOSA training who arrive after the start of the experiment must complete training on arrival.
3.3.3 The Beamline Spokesperson must designate specific beamline staff to provide BLOSA training. Authorized trainers must be listed on the BLOSA form and must ensure that users are trained.
3.3.4 BLOSA forms are for experimenters only and not to be used by visitors.
3.6 MACHINE SHOP TRAINING
The NSLS maintains various machine shops within the NSLS complex. JTAs for the Machine Shop are listed in the BTMS with the "LS" prefix. Successful completion of the associated training permits unescorted use of hand and power tools. Evaluations for unescorted use of the large equipment are performed by the Machine Shop Manager.
4.0 PROCEDURES FOR COMPLETION OF TRAINING
BNL and NSLS courses are generally web-based available through the BTMS Web Courses website. Information for NSLS "in-person" training requirements is available through the NSLS Training Courses website.
