Every facility should establish an effective program to respond to emergencies. For this to work, every employee should be prepared to handle emergencies before they arise. This document outlines the Employee Action Plan to address workplace emergencies.
EMERGENCY EVACUATION PROCEDURES AND ROUTES
Every employee should familiarize themselves with exits in their workplaces, including a second way out in case the main way is blocked.
Bldg. 817A& 817B Floor Plans with EXITS marked:

All employees are expected to leave the building and report to the outdoor assembly on grassy lot across Railroad Street, in front of Bldg. 830 when the fire alarm bells ring. No LS-II staff is authorized to remain in the facility during an emergency.
ACCOUNTABILITY FOR EMPLOYEES
Accountability for employees should be performed after an evacuation. Based upon direction given in an emergency, all employees must assemble at the appropriate areas.

PERSONNEL ACCOUNTABILITY: The LEC or designee will account for employees. The information must be given to Fire-Rescue upon arrival.
SITE-EMERGENCY SIGNALS
- CONTINUOUS SOUNDING OF SITE SIRENS FOR FIVE MINUTES - Proceed immediately to the Indoor Building Assembly Area in your section of the facility. Await instructions that may include the nature of the emergency, the type, sequence, and routes for evacuation.
- INTERMITTENT SOUNDING OF SITE SIRENS FOR FIVE MINUTES - Evacuate the Site Immediately.

Note: The tone alert box must be placed in an area that is constantly occupied or in an area that is accessible to occupants of the buildings, e.g., corridor near mailboxes.

LOCAL EMERGENCIES AND SIGNALS
FIRE: Upon notice of fire or sounding of the alarm bells, proceed immediately to the outdoor Building Assembly Area. Await instructions that may include the nature of the emergency, the type, sequence, and routes for further evacuation. When the fire alarm bells ring, a call must be made to the BNL Fire Rescue Group on extension 911 or 2222, confirming their receipt of the alarm. Any information known about the condition that caused the alarm should be given at that time.
MEDICAL: Rescue and Medical Duties - Employees are expected to help minimize damage and assist personnel during an emergency to the best of their abilities and when their safety is not threatened. The BNL Fire Rescue Group is trained, equipped, and has the main responsibility to render emergency assistance.
SPECIFIC HAZARDS:
· Radiological – None in Bldg. 817
· Toxicological – None in Bldg. 817
· Physical – UPS located in Room #16, 20A 120V ~ 45 minute backup battery power supply. Contacts: Alan Levine Cell # 631-235-7511 or Peter Gross, Cell # 631-235-8304.
· Other – Two Confined Spaces in B817B, one entry point in MER Room # 52, and one entry point at the west end of the building, in the West EXIT vestibule.
OTHER INFORMATION
Training - The Department/Division must designate and train a sufficient number of persons to assist in the safe and orderly emergency evacuation of employees for this facility. They are as follows:

The Department Chair/Division Manager/employee’s supervisor/ESH Coordinator is responsible for reviewing the plan with each employee covered by the plan. This training occurs when the plan is initially developed; whenever the employee's responsibilities or designated actions under the plan change; and whenever the plan is changed.
Provide Fire/Rescue (Chief@bnl.gov) with one copy of this plan each time it is issued.
OPTIONAL INFORMATION
Bldg. 817 exterior doors operate off of the “Z” Series Master keys. A “Z” Series Sub-Master Key has been signed out to Fire and Rescue Group. A smart card system has also been installed, but this is overridden by use of the “Z” Series Sub-Master Key. Normal hours of unsecured door passage are between 07:45 & 17:15 hrs on scheduled work days. Holidays, weekends, nights and other lab closures will place Bldg. 817A and 817B doors in the secured mode.
Description of Hazards
A. The NSLS-II Project Office facility requires a Local Emergency Plan for the following reasons.

To familiarize occupants with how to respond to an emergency situation, and the proper procedures to follow when an assembly or evacuation is announced
-
To inform BNL Emergency Services of the hazards inherent in the facility.
-
To inform occupants of the location of Fire Pull Boxes, Fire Extinguishers and the Local Emergency Contact Personnel assigned to Bldg. 817.
B. Building 817 does not contain a 90-day collection point for hazardous chemical waste.
One emergency exit is located at the North West corner of the building and three others along the east side of the building along Railroad Street.
C. The types of emergencies that might affect this facility are
1. Operations
During normal operations, the emergencies that may affect this facility are
a.
Fire
– A
fire in this facility could result in loss of life or limb, intellectual
property, government and personal property.
The main fire hazard(s) is/are from
light combustible loading, office furnishings.
The locations of the portable fire
extinguisher (EXT.) and fire alarm boxes (P.B.) are shown on the attached
diagram.
b.
Explosions
- An explosion
is not possible, since the amounts of
chemicals in the building are limited and in small quantities and materials
capable of explosion are not present.
An explosion in this facility could result in:

c. Industrial Accidents - An industrial accident is not possible in the office areas.
d. Personnel Injury or Fatality - The greatest potential for personnel injury or fatality exists during walking. During this exercise, slips, trips and falls are possible.

Uncontrolled Release of
Radioactive or Hazardous Materials
- The possibility of an uncontrolled release of
Radioactive or Hazardous Material does not
exist in the area
The radiation hazards are: None
The toxicological hazards are:
None
f. Spread of Contamination - Contamination is not a potential problem in the office area(s). Work practices aimed at reducing the spread of contamination include: N/A
g. Personnel Exposure is not a potential problem in the facility.
h.
Oil and Hazardous Material Spills
– No large amounts of oils or hazardous
materials are stored in Bldg. 817. Limited amounts of a) photocopy materials
near printers, and b) custodial items in room #10.
Chemicals shall be stored over secondary
containment pallets and within secondary containers capable of containing the
full contents of the material in the event of al spill. In addition, spill
absorbent materials will be located in various areas for cleaning up small
incidental spills as deemed necessary by the appropriate authority.
i. Air and Water Pollution - This facility does not have any operations that allow permitted discharges to the water and air. Safety Systems have been set up in these operations to significantly minimize the likelihood of accidental discharge to the air or water.

2. This facility does not have quantities of chemicals in excess of SARA Threshold Planning Quantities (TPQ). These are listed below. Consequences can be ascertained from the BNL Hazard Assessment.

Building Emergency Equipment
(State below or on diagram the emergency equipment in the building). (This information may be maintained elsewhere, but must be readily available to emergency responders. If maintained elsewhere, state its location).
A. Fire Protection:
1. Six Fire Extinguishers are located as follows:
817A: In the corridor near the northwest exit by office #9; in the southwest corridor, near office #33; and by the southeast exit of the design room #14, near office #44.
817B: In the vestibule of the east exit, opposite room #54; vestibule of the west exit, adjacent to room # 67; the south hallway, opposite room #80.
2. 817-Smoke detectors are located in the HVAC ductwork, servicing interior offices and common areas.
3. Automatic sprinkler systems are located throughout the facility.
4. Fire alarm pull boxes are located at all exit doors. Building Evacuation pull box located in Main Entrance Vestibule.
5. Halon Systems are not located in Bldg. 817.
6. Two Siamese Fire Department Connections are located on the east side of the building along Railroad Street.
B. Radiation detection equipment is not located in Bldg. 817
C. Emergency and Safety Related Equipment
1. SCBA are not located in Bldg. 817.
2. Spill control products are not located in Bldg. 817.
3. PA System is not installed, maintained or controlled by any Staff in Bldg. 817.
D. Safety showers and emergency eye wash stations are not located in Bldg. 817.
