1.0 PURPOSE

To describe training policies specific to the NSLS.

2.0 SCOPE

These policies apply to all personnel entering or working within the NSLS Facility, including but not limited to employees, Contractors, Users, Visitors, and all others who are employed or sponsored by the NSLS to perform work or provide a service. 

3.0 POLICY

3.1 NSLS Staff

Minimum NSLS requirements below are in addition to any general BNL employee requirements. 

3.1.1 Scientific and Technical Staff (scientists, engineers, technicians). 
  • Radiological training at the GERT (TQ-GERT) level or higher (See section 6.6 for information about reciprocity)
  • ESH Briefing for New Staff (LS-ESH-LSSTAFF)
  • NSLS Safety Module for Scientific and Technical Staff (LS-ESH-SCITECH)

3.1.2 Administrative Staff:

  • Radiological training at the GERT (TQ-GERT) level or higher (See section 6.6 for information about reciprocity)
  • ESH Briefing for New Staff (LS-ESH-LSSTAFF)

3.1.3 Resident Beamline Staff

  • BNL Guest Site Orientation (TQ-GSO) or equivalent
  • Cyber Security (GE-CYBERSEC)
  • Radiological training at the GERT (TQ-GERT) level or higher
  • NSLS Safety Module for Scientific and Technical Staff (LS-ESH-SCITECH)
  • Laboratory Standard (HP-IND-220)
  • Cryogen Safety with 24-month requal (HP-OSH-025-24)
  • Compressed Gas Safety with 24-month requal (TQ-COMPGAS1-24)
  • Reducing Injuries and Accidents in the Workplace (TQ-SAFEAWARE)
  • Lead in the Workplace (TQ-LEAD1)
  • NSLS Lead Working Guidelines (LS-LEADPRM)
  • Portable Ladder Safety (TQ-LADDER)
  • An appropriate level of electrical safety as determined by the Training Coordinator
  • An appropriate level of Lock-Out/Tag-Out as determined by the Training Coordinator

3.2 Guests (non-Users),Collaborators, Minors

3.2.1 The NSLS Training Coordinator in cooperation with the ESH Coordinator and Host identifies and assigns required training according to BNL Training and Qualifications policies and NSLS Policies. The host ensures that training is completed before any work begins.

3.2.2 NSLS requirements for Guests, Collaborators, and Minors are:

  • ESH Orientation for New Staff (LS-ESH-LSSTAFF).
  • Radiological training at the GERT (TQ-GERT) level or higher if the person will work in a NSLS radiologically controlled area. See section 6.6 for information about reciprocity.
  • NSLS Safety Module (LS-ESH-SAFETY or equivalent) if the person is performing experimental work or scientific research.

3.3 Users

3.3.1 Short-Term Users shall be considered to be under the supervision of the User Administration Office for the purposes of acquiring the training necessary for access to the facility.  

3.3.2 Users shall be considered to be under the supervision of the Beamline Spokesperson/Designee for the purposes of acquiring the necessary training to work on the beamline. 

3.3.3 The Beamline Spokesperson will be responsible for maintaining current training requirements for their beamline.

3.3.4 Minimum training requirements for Users are:

  • NSLS Safety Module (LS-ESH-SAFETY)
  • Radiologically training at the GERT (TQ-GERT) level or higher. See section 6.6 for information about reciprocity.
  • BLOSA (see Section 3.7 below)
  • Hazardous Waste Generator Training (HP-RCRIGEN3) for minimum of one person per experiment generating hazardous waste, as determined and documented by NSLS Experiment Review Coordinator on the Safety Approval Form
  • Any other training required by NSLS Safety Staff

3.4 Contractors and Vendors

Contractors and Vendors being brought in by the NSLS must use the NSLS Contractor/Vendor Orientation Form. It is the responsibility of the Host to ensure all training is completed before any work begins.

3.4.1 The NSLS ESH Briefing for Contractors/Vendors (LS-ESH-CONTRACTOR) is required for all contractors working in the NSLS Facility, whether sponsored by another BNL Department/Division or by the NSLS, except for food machine vendors or except where the work:

  • Will be completed in one day or less, and
  • Will not require additional onsite visits within a one-year period, and
  • Is not being performed against a service contract, and
  • Is not considered hazardous as defined in the Standards Based Management System (SBMS).

The NSLS ESH Briefing for Food Vending Machines (LS-ESH-FOODMACH) is required for all food machine vendors.

3.4.2 Contractor-Vendor Orientation (HP-Q-006) is required for all contractors working in the NSLS Facility, whether sponsored by another BNL Department/Division or by the NSLS, except where the work:

  • Will be completed in three days or less, and
  • Will not require additional onsite visits within a one-year period, and
  • Is not being performed against a service contract, and
  • Is not considered hazardous as defined in the Standards Based Management System (SBMS).

3.4.3 Radiological training at the GERT (TQ-GERT) level or higher is required for all food machine vendors. It is also required for any contractors or vendors who will work in a radiologically controlled area unescorted.

3.4.4 Other training may be required for the job (e.g. cranes, electrical safety, cryogens, heights) as determined by any of the following: the Training Coordinator, ESH Coordinator, Electrical Safety Officer, Work Control Manager, and Host.

3.5 BNL Staff from Other Departments and Divisions:

Regardless of other BNL training completed, such personnel must undergo facility specific training for the NSLS Facility. The ID badge will be encoded for access only if the location and all training requirements for access are completed and current. 

3.5.1 Personnel from Plant Engineering, Central Shops, Supply & Materiel, and the custodial staff must undergo the NSLS ESH Briefing for Plant Engineering Personnel (LS-ESH-PESM). Radiological training at the GERT (TQ-GERT) level or higher is required for access to Controlled Areas.

3.5.2 Safeguards & Security Personnel must undergo the NSLS ESH Briefing for Safeguards and Security Personnel (LS-ESH-SSD) and Emergency Services Personnel Personnel must undergo the NSLS ESH Briefing (LS-ESH-SAFEEMERG). Radiological training at the GERT (TQ-GERT) level or higher is required for access to Controlled Areas.

3.5.3 BNL scientific and technical personnel defined as Users of the NSLS Facility must fulfill the user training requirements described in Section 3.3.    

3.5.4 BNL Staff who do not fit categories 3.5.1 through 3.5.3 above but require access to Controlled Areas (e.g. Safety & Health Services staff, ITD staff, etc.) must complete the NSLS ESH Briefing deemed most appropriate (LS-ESH-LSSTAFF, LS-ESH-PESM, LS-ESH-CONTRACTOR, etc.) by the NSLS Training Coordinator. The BNL staff person's Department/Division is responsible for ensuring that they also take GERT (TQ-GERT) as the minimum radiological training prior to requesting access to Controlled Areas.

3.5.5 BNL Staff who do not require access to any Controlled Areas but who will be working in the NSLS Facility (e.g. tour guides, secretarial pool personnel, computer programmers) must undergo the ESH Briefing for NSLS Staff (LS-ESH-LSSTAFF).  

3.6 Casual Visits / Tours

3.6.1 Tour groups must be registered (in advance, if possible) with the NSLS Tour Coordinator. A knowledgeable NSLS Staff guide will be assigned, if desired. 

3.6.2 Tour guides must be trained as described in section 3.5.4 in order to escort tour groups into Controlled Areas. If access to Controlled Areas will not be required, then they should be trained as described in section 3.5.5.

3.6.3 No training is required for BNL staff or other visitors entering the NSLS Facility for meetings, workshops, audits, tours, or other such activities, provided that ALL FIVE of the following conditions are met:

a) The Visitor is escorted by trained personnel at all times while in any Controlled Areas. If an escort is unavailable or unfeasible, then they must be trained for unescorted access as described in Sections 3.1 through 3.5.  

b) The Visitor, even under escort, must not remain in any Controlled Area for more than eight (8) hours. If more than eight hours is required, then they must be trained for unescorted access as described in Sections 3.1 through 3.5.     

c) The Visitor must not participate in any experiment; they must strictly observe. If they participate in an experiment then they are by definition a User and must be trained as described in Section 3.3.

d) The Visitor and their Escort must complete the Visitor/Escort Form before entering any Controlled Area.

e) Foreign national visitors must receive approval through the Guest Information System prior to the visit.

3.7 BLOSA

Beam Line Operations and Safety Awareness Training (BLOSA) provides beamline-specific ESH information that is not covered in the general NSLS Safety Module and ESH Briefings.  

3.7.1 Each User must be trained on each beamline on which they will be conducting experiments. A beamline will not be enabled by Operations Coordinators unless all personnel present at the beamline have received BLOSA training. All Users arriving after the start of the experiment are expected to receive BLOSA training at the time of arrival.

3.7.2 The BLOSA form is to be used for those individuals who will work on the beamline and who have already completed GERT (as a minimum) and the NSLS Safety Module (LS-ESH-SAFETY or equivalent). Escorted visitors / observers should NOT use the BLOSA form; they should use the Visitor/Escort form located at each entrance to the Experimental Floor.

3.7.3 It is the responsibility of the cognizant beamline personnel and the Users to ensure that training is obtained. 

3.7.4 BLOSA is provided by the staff responsible for the management of the beamline. Each beamline must designate specific individuals who are authorized to provide BLOSA to untrained users. These individuals must be listed on the beamline's BLOSA form.

3.7.5 BLOSA must be renewed every two (2) years as a minimum. Some beamlines, at their discretion, may require more frequent training intervals.

3.7.6 The BLOSA form when completed becomes the primary record of the training and is used by User Administration to update BLOSA training in the NSLS User Database. The form is collected by the Operations Coordinators and is forwarded to User Administration.

3.7.7 A log of BLOSA training is not required at the beamline, but may be a useful source of information if questions arise about an individual's training status, particularly in the first few days following training when the data may not yet have been entered into the data base. If a log is maintained, the date of training and the names of the persons receiving the training and the initials of the trainer would be sufficient information.

3.7.8 Each beamline must have a yellow safety board posted in a conspicuous location at the beamline, usually on the hutch near the door. Attached to the board should be the following:

  • Facility Layout Drawing showing emergency egress routes from your beamline, routes shown in red

  • Beamline Management organization chart/list with contact information

  • Safety Checklist

  • Padlock Checklist

  • Vacuum Procedures

  • Clear pocket - for posting the current Safety Approval Form

  • A folder or pocket for depositing original signed BLOSA forms (for collection by OP COs)

3.8 NSLS Machine Shops

NSLS Machine Shop Training is required prior to using any NSLS machine shop.   

3.8.1 As a minimum, each user of any NSLS machine shop MUST complete the following, which only need to be signed once regardless of how many NSLS machine shops the person desires access to. Completing this training allows the person to use hand and power tools unescorted, and to use large equipment (lathe, drill press, etc.) under the supervision of the Shop Manager. 

  • Job-Specific Environmental Awareness Training for Machine Shop Operations (LS-ENV-SHOP)
  • NSLS User Machine Shop Safety Rules (LS-SH-RULES1)
  • Viewing the Machine Shop Safety Video (LS-SH-VID2)

3.8.2 A person may receive specialized training and be "checked out" on one or more of the following pieces of equipment. Once this training has been completed, the person may operate that piece of equipment without supervision.   

  • Belt Sander (LS-SH-BLTSND)
  • Band Saw (LS-SH-BNDSW)
  • Drill Press (LS-SH-DRILLPR)
  • Grinder (LS-SH-GRINDER)
  • Lathe (LS-SH-LATHE)
  • Milling Machine (LS-SH-MILLING)

3.9 Source Development Laboratory (SDL)

3.9.1 Anyone needing to work in or around Building 729 (SDL) must complete the following as a minimum:

  • Radiological training at the GERT level or higher. See section 6.6 for information on reciprocity.
  • ESH Briefing for SDL Access (LS-ESH-SDL)

3.9.2 Additional training (e.g., contractor/vendor orientation, ESH Briefing for Plant Engineering Personnel, NSLS ESH Orientation, laser safety) may be required based on the nature of the work to be done.  

3.9.3 SDL technical staff, SDL operations staff, and SDL facility users must complete SDL Beamline Operations and Safety Awareness (LS-SDL-BLOSA) training.

3.10 Environmental Training    

3.10.1 Employees receive the employee environmental training according to BNL policy.

3.10.2 The NSLS Safety Module (LS-ESH-SAFETY) and the Guest Site Orientation (TQ-GSO) include the environmental training needed for NSLS Users, Guests, and Resident Beamline Staff, respectively.

3.10.3 For anyone whose work involves a Significant Environmental Aspect as defined in the NSLS Environmental Management System, job-specific environmental awareness training will be required in addition to the training in 3.10.1 or 3.10.2.

3.11 Work Planning and Qualified Worker Matrices

NSLS Supervisors must maintain the Qualified Worker Matrix for each employee performing a task at the NSLS. For any employees performing tasks requiring Work Planning, tasks will be assigned and specific training administered according to the Qualified Worker Matrix and the Work Planning and Control Procedures.

3.12 Sealed Sources

3.12.1 Custodians of most exempt radioactive sources require GERT; custodians of Accountable radioactive sources require Radiological Worker I. See the NSLS ESH Coordinator for details.   

3.12.2 Americium-241 Sealed Source Users require the following training:   

3.13 Cranes and Forklifts

Training and a practical examination are required before operation of any forklift or crane is permitted. NSLS has a designated Crane and Forklift examiner.

3.14 Minors

Training requirements for minors are similar to those for adults and depend on the specific program in which the minor is involved. All minors are processed through the NSLS Guest Administrator. Special procedures for facility access apply to minors - please refer to LS-ESH-PRM-0.1.0.

3.15 Occupational Health and Safety Assessment Series (OHSAS) 18001

Operational safety and health training outlined in the NSLS OHSAS Management System Manual are consistent with BNL requirements and will be provided to staff and resident beamline staff.

3.15.1 NSLS Staff and Resident Beamline Staff

  • Reducing Injuries and Accidents in the Workplace (TQ-SAFEAWARE)
  • Hazard Specific OSH Training may be required based on the nature of the work to be done or assigned responsibilities

4.0 REFERENCES

5.0 DEFINITIONS

BTMS: Brookhaven Training Management System. The database where the BNL training information resides, including individual training records, course descriptions and equivalencies, Job Training Assessment codes, etc.

Collaborator: A person employed by NSLS for a specified term (e.g. 6 months, 2 years). This is usually a scientist who may or may not be a user of the facility. 

Contractor: A person (contractor, sub-contractor, consultant, or vendor) who performs work or provides a service, not of a scientific nature, under contract to the Laboratory.

Guest: A person holding a BNL Appointment, who may or may not be an NSLS Facility User.

Host: The BNL Employee responsible for supervising a Guest, Collaborator, or Minor, or for contracting for and overseeing the work of a Contractor. 

Minor: A person under the age of 18 years.

NSLS Facilities: Includes the following buildings: 725 (NSLS), 726, 727, 728, 729 (SDL), 535, and 129.

Resident Beamline Staff: Persons responsible for the operation and maintenance of a beamline, and whose responsibilities require frequent or constant access to the NSLS. Such personnel include Local Contacts, Scientific Staff, and Technical Staff as designated by the beamline management. Resident Beamline Staff may be NSLS employees, employees of other BNL Departments, or employees of external institutions. 

Short-Term User: A person holding a BNL appointment who uses the NSLS Facility and who is expected to be on the BNL Site for less than 60 days within a 2-year period.

User: A person utilizing an NSLS beamline or the SDL for scientific research.

Vendor: See "Contractor".

Visitor: A non-BNL person coming to the NSLS for a short period of time (a few hours to 1 or 2 days) and who is not performing research on a beamline or other work for BNL/NSLS. Examples include meetings, workshops, and tours.

6.0 PROCEDURES

6.1 Forms

All NSLS training forms (beginning with Course Code "LS-") must be forwarded to the NSLS Training Coordinator when completed for entry into the Brookhaven Training Management System (BTMS):

6.2 Upcoming Expirations and Lapsed Training Notifications

6.2.1 Reports listing outstanding training requirements as well as upcoming expirations are reviewed by the Training Coordinator and are used to track the completion of required training. 

6.2.2 To ensure that work is not performed by individuals with lapsed training qualifications, the Training Coordinator notifies both the individual and their supervisor of any lapsed qualifications.  

6.3 Challenge Exams

Challenge exams for the following courses are available online from the BNL Training website:

  • GERT
  • Radiological Worker 1

6.4 New Employee/Guest Orientation Forms Procedures

6.4.1 NSLS has its own version of the New Employee/Guest Orientation Form and the Contractor/Vendor Orientation Form, maintained by the NSLS Training Coordinator and Guest Administrator.

6.4.2 The signed originals of these forms are maintained by the NSLS Guest Administrator.

6.5  Shop Training Procedures

6.5.1 Job-specific environmental training for machine shop operations is required by all machine shop users.

6.5.2 All other shop training (Acknowledgement form, Video, and equipment check-outs) is the responsibility of the NSLS User Machine Shop Manager.

6.5.3 The originals of the Machine Shop User Safety Acknowledgement Form and the equipment checkout sheets are submitted to the NSLS Training Coordinator for data-entry into the BTMS.

6.6    Reciprocity and Exemptions for GERT

6.6.1 Facility users may receive reciprocity for GERT (TQ-GERT) upon showing proof of training (e.g. certificate or card) issued from another DOE facility, provided the user also successfully completed the NSLS Safety Module (LS-ESH-SAFETY) on or after July 6, 2006. Requests for reciprocity are made by contacting User Administration after the safety module has been completed. Reciprocity must be approved by the NSLS Training Coordinator or by a designated member of the NSLS User Administration Office.

6.6.2 All others may be exempted from the course content for GERT (TQ-GERT) but must complete the Challenge Exam for GERT.

6.6.3 Exemptions and Reciprocity will not be granted if the training is due to expire within three months.
